Mr. Bishop

asked the Secretary of State for Employment and Productivity what further action she proposes to take to enforce the Factories Acts having regard to the number of prosecutions compared with the figures of industrial accidents.

The great majority of accidents do not result from breaches of the law. Proceedings are taken in respect of all contraventions where prosecution is judged to be clearly the most appropriate means of enforcing the Factories Act.
