asked the Minister of Housing and Local Government what estimate he has made of the cost of backdating the 4 per cent. subsidised loans to local authorities for housing to nine months before completion of the dwellings on a programme equal to the council houses and flats started in 1969.

If the existing subsidies were payable 9 months before completion, the extra cost would be over £20 million a year on the basis of an annual programme of 145,000 dwellings started in England and Wales and the current level of interest rates.
