§ Dame Joan Vickersasked the Secretary of State for Foreign and Commonwealth Affairs whether the Government accepts Recommendation No. 595 on the role of the Council of Europe member-states in the Second United Nations development Decade, adopted by the Consultative Assembly of the Council of Europe on 28th January, 1970; and whether they will comply with the proposals contained in paragraph 13 of this Recommendation, in particular as they relate to increasing net capital transfers to the developing countries as soon as possible to 1 per cent. of gross national product.
§ Mr. LuardThis Recommendation is still under consideration by the Com-54W mittee of Ministers. In relation to increasing net capital transfers to the developing countries to 1 per cent. of gross national product, I have nothing to add to the statement made by my right hon.
