HC Deb 21 October 1969 vol 788 c221W
Mr. Higgins

asked the Minister of Overseas Development which proposals put forward at the United Nations' conference on trade and development are the prime concern of her Department.

Mrs. Hart

My Department's prime concern is with the flow of financial resources to, and the mobilisation of domestic resources by, the developing countries. The current issues in the UNCTAD bodies of particular concern to my Department are the date for attainment of the 1 per cent. target; whether there should be a separate target for official flows; terms and conditions of aid, supplementary financial measures, multilateral interest equalisation and, of course, the formulation of UNCTAD's contribution to the Second United Nations Development Decade, which embraces most of these issues.
