asked the Minister of Posts and Telecommunications if he will reconsider the proposal that persons resident in areas which cannot receive B.B.C.2 should pay a reduced rate for their television licences, now that separate radio licences are to be abolished.

No, this would be impracticable. The average capital cost per household of providing B.B.C.2 in these areas where reception is now possible is approximately £0.67. For those areas remaining to be served, including Moray and Nairn, the average capital cost will be about £8 per household.
