asked the Chancellor of the Exchequer what action he proposes to take to overcome delays in the payment of income tax rebates, following the recent report of the Parliamentary Commissioner for Administration on this matter.

The Parliamentary Commissioner found no material weaknesses in the procedure but attributed the defects which he criticised to pressure of work. While I very much regret the shortcomings to which the Parliamentary Commissioner drew attention, the staff are carrying a very heavy burden and great credit is due to them for the way in which they have responded. I am grateful to them and have every confidence in them.
