§ Mr. Geoffrey Lloydasked the Secretary of State for the Home Department whether, in view of the heavy arrears of unpaid fines, he will take steps to make it possible for courts to order attachment of salary at the time of the imposition of the fine.
§ Mr. Elystan MorganIn general, I think it is right that attachment of earnings should, as provided in Section 46 of the Criminal Justice Act, 1967, be confined to cases where there has been default; but my right hon. Friend is considering, in consultation with my noble and learned Friend the Lord Chancellor, the Payne Committee's recommendation that there should be power to make an attachment order by consent of the defendant at any time.
