§ Mr. Oramasked the Minister of Overseas Development if she will state the categories of aid to developing countries which are included in the calculations of aid made by the Development Assistance Committee of the Organisation for Economic Co-operation and Development; and how these differ from those included in the United Nations Conference on Trade and Development definition of aid.
§ Mrs. HartThe categories of financial flows to developing countries used by the D.A.C. cover all the net financial resource transfers defined in connection with the 1 per cent. target at the U.N.C.T.A.D. Conference in 1968 and published on page 78 of the Report of the Conference (Cmnd. 3649), except that the D.A.C. specifically excludes official loans and guaranteed private export credits for defence purposes.
