§ Mr. FoleyIt is not my practice to refer in official documents to the territory of South-West Africa as "Namibia". We consider that the South African Government have forfeited the right to administer the Mandate by their disavowal of obligations under it and, in particular, by their breach of the requirements of international accountability. We are, however, compelled to accept that the South African Government is inde facto control of the territory.
