§ Mr. LuardAll members of Her Majesty's Overseas Civil Service in all dependent territories, at all times, have the right to raise matters relating to their conditions of service with their Governments, either individually or through their staff associations; and also to petition my right hon. Friend in accordance with Colonial Regulations.
