§ Mr. Merlyn ReesArrangements for the entry of nationals of member states of the European Communities are governed by the provisions, in particular Article 48, of the Treaty of Rome and of subordinate instruments dealing with the free movement of workers. We do not expect undue difficulties in accepting Article 48. The existing restrictions on the admission of Commonwealth citizens would be unlikely to be affected.
