asked the Minister of Housing and Local Government (1) what steps he is taking to review the present standards of thermal insulation in housing;

(2) what study he is making of the effects of the introduction of higher standards of thermal insulation in housing as a means of fuel saving to both the national economy and the householder; and what progress is being made with the study.

The Building Regulations already lay down such minimum standards for thermal insulation as are judged necessary in the interests of public health and safety. Further interdepartmental investigations which are in hand will provide additional information on the effect of various standards of insulation on the cost of building dwellings and heating them.
