asked the Secretary of State for Scotland whether he will publish proposals to implement those sections of the Hunter Report on Fishing which, in his view, are generally acceptable to most of the interests concerned.

I have stressed in the past that the Report should be regarded as a unity and dealt with as such. Moreover, most of the main recommendations have been the subject of controversy and little would be gained by confining action to the remainder.
