asked the Minister of Transport why no records are kept of the number of vehicles that are registered but not licensed; and what was the total number of vehicles registered at any given date.

Documents are kept for every currently registered road vehicle, but it would serve no useful purpose to maintain a continuous count of those which are currently unlicensed. It is estimated that in the third quarter of 1968 there were about 18 million vehicles for which documents were kept.
