Mr. Arthur Lewisasked the Prime Minister whether he is aware of the growing practice of un-named officials and civil servants from Whitehall issuing statements denying, altering, amending and contradicting announcements made by Ministers ; and whether in future he will ensure that this is done by Ministers of the Crown or Junior Ministers and not by persons who have no responsibility to the House of Commons.
