§ Mr. CarmichaelThe reduction was due mainly to the need to issue substantial quantities of nickel from the strategic stocks in 1966 and 1967 to help maintain essential defence production during the shortage that resulted from the 1966 strike at the International Nickel Company's mines in Canada.
