§ 92. Mr. Juddasked the Secretary of State for the Home Department whether he will make a statement on the decision of the Association of Child Care Officers to refuse to carry out work in connection with certain local authorities.
§ Mr. CallaghanAccording to the press reports I have seen, the action taken by the association at its recent annual conference did not go so far as my hon. Friend suggests. Any question of local authority officers refusing to work would be one between them and their employers; but, as my right hon. Friend the Secretary of State for Social Services and I have said in reply to previous Questions, local authorities would be unwise to make changes in organisation 23W which pre-empt the Government's decision on the recommendations of the Seebohm Committee.
