§ Mr. Elystan MorganOf the average of 102 young offenders detained during the year ended 31st December, 1968, at least 70 would have been in remand, borstal allocation or young prisoner centres had such accommodation been available. Planning is in hand on the development of a number of young offenders' establishments, including a borstal allocation centre, at Glen Parva, near Leicester.
