§ Mr. HoyThe Government's policy, implemented through the Central Council for Agricultural and Horticultural Co-operation, is to encourage the co-operative marketing of horticultural produce. The Council has the functions of promoting and developing agricultural and horticultural co-operation generally and of administering a scheme of grants.
