§ Sir R. Russellasked the Minister of Transport if he will give a list of towns which have introduced the disc system of parking, or other non-meter systems; and what reports have been submitted to his Department about the operation of such schemes.
§ Mr. MarshDisc parking schemes are in operation in Cheltenham, Harrogate, Devizes and Ripon. Special residents' parking schemes are in operation within meter zones in the London Boroughs of Hammersmith, Kensington and Chelsea and Westminster.
Surveys of the Cheltenham and Harrogate schemes were undertaken by their councils assisted by my traffic advisory unit. These indicated that a higher degree of enforcement is required if such schemes are to provide effective regulation of parking space.
