Rhys Williamsasked the Secretary of State for Social Services why the Government are seeking to procure transferability of pension rights for men changing employment who are covered by public sector schemes, including Members of the House of Commons; and why they are only seeking to procure preservation for men covered by private occupational schemes.
§ Mr. EnnalsThe Government are in favour of the transfer of pension rights where this can be arranged, whether in the public or the private sector, and naturally this is reflected so far as possible in the arrangements made between public sector schemes. But they are satisfied that it would not be feasible to make the offer of transferability a universal requirement on change of employment; and their legislative proposals in Chapter 6 of the White Paper on "National Superannuation and Social Insurance" (Cmnd. 3883) do not therefore go beyond requiring the offer of preservation, though this would in no way preclude a transfer value being offered as an alternative.
