§ Mr. Elystan MorganThe deficiency in the strength of this force on 31st March was 587. During the previous 15 months 157 men and women were recruited, which meant a net increase of 43. For

the year 1969–70 the force is permitted to increase its strength by 59; this will require about 185 recruits. The Police Federation and the local authority associations have accepted the formula under which these increases are measured as the best way of distributing the total increase of 2,000 officers allowed for England and Wales.
