asked the Secretary of State for Defence if he will outline the new methods of project-management involved in the H.M.S. "Resolution" refit at Rosyth in 1970; and if he will state the anticipated cost of the refit.

The new methods of project management involved in the refit of H.M.S. "Resolution" at Rosyth include:—

  1. (a) the appointment of a senior officer of two star rank and with the title of Assistant Controller (Polaris), working under the joint superintendence of the Controller of the Navy and Chief of Fleet Support, whose responsibilities will include the oversight of the preparations for refits of Polaris boats, and their completion;

  3. (b) the delegation to a designated officer (Director, Project Technical Submarines) of the responsibility for drawing up the "work package" for each refit, which will include full design information and documentation;
  4. (c) the use of a fully integrated refit management team at Rosyth, and
  5. (d) the full use of available management techniques and aids, including computers.

It will not be possible to provide an estimate of the cost of "Resolution's" first refit until full details of the work package are known.
