asked the Secretary of State for the Home Department whether in view of the increasing popularity of small boat sailing, sometimes by inexperienced persons, he will seek powers to sponsor an authoritative code of behaviour and guidance for small boat sailors.

The Royal Society for the Prevention of Accidents already gives guidance of this kind in its publicationsSafety Afloat and On the water, in the water. These were prepared in consultation with a number of interested bodies, including the Board of Trade, and I doubt whether another code is needed.
