§ Mr. Ian Lloydasked the Secretary of State for Foreign and Commonwealth Affairs what steps he proposed to implement Recommendation No. 548 on the programme of action relating to human rights after the International Human Rights Year 1968, which was adopted by the Consultative Assembly of the Council of Europe on 30th January, 1969; and whether he will take action, in particular on Chapter III relating to measures to be taken at national level.
