§ Mr Edward ShortResponsibility for ensuring that proper safety standards are observed in educational establishments rests with local education authorities. Colleges of further education have been recommended in A.M.20/61 to consult H.M. Inspector of Factories and guidance has been given in Education Pamphlet No. 53—Safety at School. I am sending copies of these publications to my hon. Friend. H.M. Inspectors of schools also have regard to the standard of safety precautions during routine visits.
