Mr. Edward M. Taylorasked the Secretary of State for Scotland if he is aware that residents in properties which have been abandoned by owners are free from liability to contribute to common repairs in tenement properties with the consequence that increasing financial liabilities are being placed on owner-occupiers and business firms in such properties; and if he will consider taking steps to remedy this situation.
