76Wthe National Plan, and for Supply expenditure are given for the years 1959–60 to 1969–70 in the table below. Figures for total public expenditure, as defined in the Treasury analysis in "National Income and Expenditure, 1968", gross domestic product and gross national product at factor cost and for total taxation for the years 1959–60 to 1967–68 are also given.
In general this information is not available for financial years prior to 1959–60; but details of Supply outturn for the years 1953–54 to 1958–59 appear in the Memorandum by the Financial Secretary to the Treasury on the Estimates, 1962–63 and for earlier years in the Appropriation Accounts.
public expenditure programmes as defined in Table 18.1 of the National Plan for 1951–52 and 1957–58 to 1969–70, inclusive, or for such years as figures are 77W available and on the same basis, other main items of public expenditure as defined in the Treasury Analysis in National Income and Expenditure 1968.
§ Mr. DiamondTotals of public expenditure as defined in Table 18.1 of the National Plan are given at outturn prices for the years 1959–60 to 1967–68 in the Treasury Analysis of Public Expenditure in "National Income and Expenditure, 1968." Estimated outturn at outturn prices of 1968–69 is shown in Table 1 of Command Paper No. 3936 and an estimate for 1969–70 at 1969–70 Estimates prices is given in Table 2 of the same White Paper. Information in this form is not available for years before 1959–60.
§ Mr. Alisonasked the Chancellor of the Exchequer whether his present estimates for public expenditure in 1969–70 include the expenditure of the contingency allowance of £75 million shown in Command Paper No. 3515; and what those contingencies are expected to be.
§ Mr. DiamondThe estimate of public expenditure in 1969–70 given in Table 2 of "Public Expenditure 1968–69 to 1970–71" (Cmnd. 3936) includes a contingency reserve of £75 million, as did the estimate for that year given in Command Paper No. 3515. The reserve provides a measure of flexibility and in particular makes provision for expenditure which cannot be identified or quantified at this stage.
§ Mr. Alisonasked the Chancellor of the Exchequer if he will publish in the OFFICIAL REPORT a table reconciling expenditure covered by the Vote on Account with his estimates of total public expenditure in 1969–70.
§ Mr. DiamondThis reconciliation is shown in Table 3 of the White Paper "Public Expenditure 1968–69 to 1970–71." (Cmnd. 3936).
