asked the Chancellor of the Exchequer why the Inland Revenue use first-class official paid envelopes for communications to taxpayers which are not urgent.

The Inland Revenue follows the general rule that the second-class postal service should be used except where there is a special need for the first-class service, either because of urgency or because of overall economies from the speedier service. There are, however, certain classes of communications to taxpayers where such a need arises so frequently that, to avoid unnecessary administrative costs, the first-class service is used for all items in these classes.
