§ Mr. George ThomasNo. Welsh local authorities are asked to decide by 31st July whether in the light of the Report of the Royal Commission they wish to alter the views they have already expressed on the Government's proposals to reorganise local government in Wales. These proposals have been known for two years. In the circumstances the time limit I have indicated is reasonable. Some local authorities have already made their position clear.
