§ Mr. K. RobinsonWater charges are determined by the cost of supply in each area. Charges cannot be kept down if costs rise beyond the capacity of the water undertakers to absorb them. Where my right hon. Friend has a statutory function in a particular case, he must consider the case on its merits.
