§ Mr. Edward ShortI estimate total expenditure on grants to persons in 1969–70 by my Department, the research councils and local education authorities in England and Wales at £235 million. Of this about £144 million comprises the cost of benefits provided after an assessment of incomes: the remainder relates to benefits available without regard to means.
