asked the Secretary of State for Education and Science what amount of public funds devoted to education arises from grants to individuals; and how this figure divides between universal benefits and those given after some selective tests.

I estimate total expenditure on grants to persons in 1969–70 by my Department, the research councils and local education authorities in England and Wales at £235 million. Of this about £144 million comprises the cost of benefits provided after an assessment of incomes: the remainder relates to benefits available without regard to means.
