What conditions have to apply before a country village can be granted a 30 m.p.h. speed limit.

The full criteria are rather long and I am sending a copy of them to the noble Lord. Briefly, they envisage the use of 30 m.p.h. limits on roads with bad accident records; where the speed of vehicles and development beside the road make them necessary and they will be accepted as reasonable by sensible motorists. These conditions may be met in few villages; a limit of 40 m.p.h. may be more appropriate in some, if a limit is needed and would be effective.
