§ Mr. William RodgersThe load-on-top system is operated by more than three-quarters of the world's tankers, and we should be glad to see it universally adopted. But as it is not the only way of avoiding pollution I do not consider that we should be justified in seeking to refuse entry to British waters to oil tankers which do not use it.
