§ Mrs. Gwyneth DunwoodyNo precise estimate can be made because the effect that development area incentives would have on the level of investment and employment in Edinburgh, Leith and Portobello cannot be assessed. If, however, the cost were assumed to be in proportion to the total cost for the Scottish development area as a whole, based on the number of insured employees, the figure would be of the order of £10 million.
