asked the President of the Board of Trade what is now his estimate of the cost in a full year of making Edinburgh, Leith and Portobello part of the development area which otherwise includes the whole of Scotland and most of the north of England.

No precise estimate can be made because the effect that development area incentives would have on the level of investment and employment in Edinburgh, Leith and Portobello cannot be assessed. If, however, the cost were assumed to be in proportion to the total cost for the Scottish development area as a whole, based on the number of insured employees, the figure would be of the order of £10 million.
