asked the Secretary of State for Wales whether he will publish the report of the inquiry set up by his Department just over a year ago into the accident on the A48 between Newport and Cardiff, involving a footbridge; what were the findings of the inquiry; and what action he has taken upon these findings.

My officials conducted an investigation which established that the bridge itself was structually sound and had been correctly erected. All circumstances were fully brought out during Court proceedings against the driver and owners of the vehicle involved in October last year.

My right hon. Friend the Minister of Transport and I have carefully considered what action should be taken to avoid a repetition of accidents of this sort and we have concluded that this must mainly lie in bringing home to those directly concerned in the movement of high loads the dangers involved, and the precautions that need to be taken. The Ministry of Transport wrote to the Road User Organisations most closely concerned in June last year and in addition there will be continuing selective publicity in trade and technical journals.
