asked the President of the Board of Trade if he will amend the regulation whereby United Kingdom shipbuilders cannot obtain Export Credits Guarantee Department cover if they buy foreign steel for ships.

There is no such regulation. Provided competitive British steel is not available, cover is available for contracts including foreign steel up to an amount not exceeding the direct payments due from the buyer, which must be at least 20 per cent. of the contract value.
