asked the Secretary of State for the Home Department what changes there have been in the last two years in the regulations concerning the public handcuffing of prisoners; and if he will now revise these regulations so that prisoners and accused persons who are known not to be violent and not to be likely to try to escape shall in no circumstances be taken to and from court wearing handcuffs.

The answer to the first part of the Question is none. These are matters in which governors must form their own judgment and they usually come to the right conclusion. But, like the rest of us, they are not infallible.
