asked the Attorney-General whether he will instruct the clerks to the General Commissioners for Income Tax to make every endeavour to reduce the number of outstanding income tax appeals.

Clerks to General Commissioners of Income Tax receive their instructions from the General Commissioners who appoint them. My noble Friend the Lord Chancellor, who appoints the General Commissioners, issued a Memorandum to them in 1966, set out in a Written Answer given to the former hon. Member for Brierley Hills (Mr. Talbot) on 18th July, 1966, in which, with a view to reducing the number of outstanding appeals, he invited them to give consideration to remedies against delay, which he suggested. He has also since 1965 been carrying out a reorganisation of the tax divisions throughout the country for the same purpose and he has proposals before him at present for the reorganisation of the Cornwall divisions. He considers it unnecessary to issue further guidance on the avoidance of delay at the present time.—[Vol. 732, c.31–2.]
