asked Her Majesty's Government:

Whether they will make a statement on the position of the recommendation of the International Commission for North-West Atlantic Fisheries that fishing for salmon outside national fishery limits should be prohibited, stating which member Governments are resisting implementation of this recommendation.

At its meeting in Warsaw in June the International Commission for the North-West Atlantic Fisheries formally recommended to contracting Governments that fishing for Atlantic salmon in the waters outside national fishing limits be prohibited in the Convention area. Two countries, Denmark and the Federal Republic of Germany, voted against the recommendation. The proposal has now been circulated by the United States of America, as depositary Government, and under the procedure laid down in the Convention for the North-West Atlantic Fisheries, it does not become effective until four months after all contracting Governments have notified their acceptance of it. So far as is known, no notifications of acceptance have yet been made to the U.S. Government. The Convention does not provide at present for a closing date for notification of acceptance, and it is therefore not yet possible to say whether any member Governments will not accept the recommendation.
