asked the President of the Board of Trade if, under his regulations, the weather minima at United Kingdom airports apply to flights not carrying passengers, including positioning flights by passenger aircraft, and also to executive and private aircraft.

The provisions of the regulations relating to weather minima apply to all flights by United Kingdom registered public transport aircraft whether or not passengers are carried and whether or not they are positioning flights. As I said on 16th July, the regulations are to be amended so that they will apply similarly to foreign registered aircraft. They do not apply to an executive aircraft which does not fly for the purpose of public transport nor to a private aircraft.
