§ The Prime MinisterQuestions about population matters which relate to the responsibilities of particular Ministers should be addressed to them. Questions relating to the machinery for inter-departmental consideration of these matters should be addressed to me, as is the hon. and learned Gentleman's usual practice, and inter-departmental advice is available to me through the Chief Scientific Adviser to the Government.
