§ Mr. FernyhoughNo. The areas of employment exchanges are determined on a geographical basis designed best to fulfil the functions of my Department and to give the most effective service to the public. The main criteria for fixing the boundaries are the needs of the local labour market, ease of communications and the production of an economic workable unit.
