Friend's powers relate to the education of the people of England and Wales and do not extend to grant-aiding youth exchange programmes between voluntary organisations in England and Wales on the one hand and the countries of the European Community on the other. The Central Bureau for Educational Visits and Exchanges, which advises on opportunities for education travel and exchanges, particularly with Western Europe, is financed by the Department of Education and Science, Scottish Education Department and Ministry of Education, Northern Ireland.
