Mr. William Wilson

asked the President of the Board of Trade if he will take steps to require those manufacturers who offer their goods for sale together with coupons for the purchase of other articles, simultaneously to abolish the giving of coupons and effect a reduction in the price of the goods originally offered with coupons.

Since there are many alternative forms of promotional expenditure which manufacturers are free to adopt, it would not be practicable to ensure price reductions on goods which might otherwise have been offered with coupons. Nor would it necessarily be to the shopper's advantage to ban coupon offers.
