§ Mr. William RodgersRevised regulations, entitled the Civil Aviation (Investigation of Accidents) Regulations, 1969, have now been made and a copy is available in the Library. The revised regulations take into account, among other things, the recommendations of the Cairns Committee. In particular, they specifically state that the main purpose of accident investigation is to determine the cause of the accident rather than to ascribe blame; they retain, with some80W was spent in Scotland. £428 million was spent in Scotland in the four years to 31st March, 1964.
