Mr. Edward M. Taylorasked the Secretary of State for Education and Science if he is aware of the damage to property and inconvenience which can arise from the congregation of substantial crowds going to and coming from football matches and that residents affected have no legal claim on the promoters of such matches; and if he will discuss with the football associations the possibility of seeking powers to constitute a fund from which ex-gratia payments could be made to persons whose property is so damaged.
