§ Mr. Merlyn ReesExpenditure by local authorities which will help voluntary playgroups to serve areas of special social need is among the projects which can be eligible for grant under the second phase of the urban programme. The detailed arrangements for this phase were set out in a joint circular issued by the Home Office, the Department of Education and Science and the Department of Health and Social Security on 7th February.
