asked the Secretary of State for Scotland why no Government statistics are available on gross emigration from Scotland.

Mr. Ross

There are no comprehensive or statistically valid sample records of the total migration of population between Scotland and other parts of the United Kingdom, and it is therefore impossible to provide accurate statistics of the total emigration from Scotland to the rest of the United Kingdom. There are, however, some sample figures available on total migration between Scotland and overseas countries, derived from the International Passenger Survey, and grossed-up statistics based on the samples are published, as an indication of magnitudes, by the Registrar General in his first and third Quarterly Returns each year and in his Annual Report.
