§ Mr. PrenticeI am aware of the West German incentives to private investment in developing countries. There are differences, mainly of historical development, between British and West German aid programmes. The general question of incentives to private investment overseas is primarily a matter for my right hon. Friend, the Chancellor of the Exchequer.
